MEXT Japanese Government Scholarship

The MEXT Japanese Government Scholarship provides international students with an opportunity to study at universities in Japan with comprehensive financial support.

MEXT stands for the Ministry of Education, Culture, Sports, Science and Technology. The scholarship is available through several categories, including undergraduate study and graduate level research.

Applicants seeking a Bachelor’s degree apply through the MEXT Undergraduate Scholarship category. Applicants seeking a Master’s degree normally apply through the MEXT Research Students category. A research student can enter a regular Master’s course directly or begin as a nonregular research student before passing the university entrance examination.

The scholarship provides tuition coverage, a monthly allowance, and economy airfare under the conditions stated in the official guidelines. Scholarship duration and stipend amounts depend on the study level and enrolment status.

This guide covers both the Bachelor and Master’s routes. It explains the latest application status, eligibility requirements, age limits, academic examinations, available subjects, application documents, research plans, university placement, and selection process.

MEXT Undergraduate Scholarship

The MEXT Undergraduate Scholarship supports students who want to complete a Bachelor’s degree at a Japanese national university.

Most scholarship recipients complete one year of preparatory education before entering university. This preparation normally includes Japanese language study and other subjects required for university admission.

Applicants with sufficient Japanese or English ability may qualify for direct placement at a university without completing the standard preparatory year. Direct placement depends on university approval and the availability of an eligible programme.

Undergraduate Eligibility Requirements

Applicants must be citizens of a country that has diplomatic relations with Japan.

A person holding Japanese nationality at the time of application is generally not eligible. A dual national may apply using another nationality if the person lives outside Japan and agrees to give up Japanese nationality before establishing student status in Japan.

Applicants must also satisfy one of the academic conditions established by MEXT.

The standard requirement is completion of 12 years of schooling outside Japan. Applicants expecting to complete the requirement before the university enrolment deadline may also apply.

Other applicants may qualify if they:

  1. Completed education equivalent to a Japanese upper secondary school
  2. Passed an examination recognised as equivalent to 12 years of schooling
  3. Are otherwise eligible for admission to a Japanese university

Applicants must also submit the official medical certificate confirming that no health condition will prevent them from studying in Japan.

Undergraduate Age Limit

For the 2027 undergraduate scholarship, applicants were generally required to have been born on or after April 2, 2002.

Some applicants must also be at least 18 years old when admitted to a Japanese university.

Age exceptions are limited to serious circumstances affecting an applicant’s country, such as military service obligations or loss of educational opportunities due to conflict. Personal financial or family circumstances are not normally accepted as reasons for an exception.

The birth date requirement changes with each scholarship year. Applicants should not use the 2027 birth date rule for a future intake without checking the new guidelines.

Academic Requirements for Pakistani Applicants

The Embassy of Japan in Pakistan requires applicants to submit academic records from both secondary and higher secondary education.

These normally include Matric or O Level documents and Intermediate or A Level documents.

Applicants currently studying at a university may also need to provide university transcripts and an enrolment certificate. Applicants waiting for their final result may provide a hope certificate when permitted by the embassy.

The embassy has previously used a mark sheet form stating that candidates should have at least 70 percent in their latest completed qualification. Applicants should confirm the current percentage condition when the next scholarship announcement is issued.

Available Undergraduate Fields

Undergraduate applicants must select a field, course, and proposed major from the official MEXT list.

The two main groups are:

  1. Social Sciences and Humanities
  2. Natural Sciences

Applicants can enter a first, second, and third choice within the rules of their selected category.

Can You Study in English?

Most MEXT undergraduate recipients should be prepared to complete their degree in Japanese.

The official guidelines require applicants to be willing to learn Japanese and, in principle, complete their academic studies in Japanese.

Direct placement into an English taught programme may be possible when the student meets the university’s academic and language conditions.

A university may require proof such as:

  1. IELTS
  2. TOEFL
  3. Japanese Language Proficiency Test
  4. Another recognised language examination
  5. A university interview
  6. An additional entrance examination

Direct placement is not guaranteed simply because an English taught programme exists.

Undergraduate Scholarship Duration

The standard scholarship period is five years.

For the 2027 intake, this period ran from April 2027 to March 2032. It included one year of Japanese language and academic preparation followed by the Bachelor’s programme.

Students studying medicine, dentistry, veterinary medicine, or a six year pharmacy course receive up to seven years of funding, including preparatory education.

Students admitted through direct placement normally receive funding for four years. Medicine, dentistry, veterinary medicine, and six year pharmacy programmes receive six years of direct placement funding.

Undergraduate Preparatory Education

Most selected students complete one year at a preparatory educational institution.

The preparatory course normally includes:

  1. Japanese language
  2. Japanese culture
  3. Mathematics
  4. English
  5. Science subjects relevant to the chosen field
  6. Other subjects required for university study

After completing the preparation, MEXT assigns the student to a university based on academic performance, examination results, selected field, university availability, and other placement considerations.

Students may not reject the university placement simply because it was not their preferred institution.

Undergraduate Monthly Stipend

Undergraduate scholarship recipients receive 117,000 yen per month under the 2027 guidelines.

Students studying in specially designated regions may receive an additional 2,000 yen or 3,000 yen each month.

The stipend amount can change according to the Japanese Government’s annual budget. Payments may be suspended when a student is absent from the university or preparatory institution for an extended period.

Undergraduate Tuition and Airfare

MEXT waives the university entrance examination, matriculation, and tuition fees.

It also provides an economy airline ticket to Japan for selected recipients who travel during the approved arrival period.

A return economy ticket is generally provided after successful completion of the scholarship, subject to the official travel conditions.

Undergraduate Written Examinations

The written examination depends on the selected academic field.

Social Sciences and Humanities

Applicants take:

  1. Japanese
  2. English
  3. Mathematics

Natural Sciences A

Applicants take:

  1. Japanese
  2. English
  3. Mathematics
  4. Chemistry
  5. Physics

Natural Sciences B and C

Applicants take:

  1. Japanese
  2. English
  3. Mathematics
  4. Chemistry
  5. Biology

Calculators and other devices are not permitted during the written examinations.

Official sample examinations are available for Japanese, English, mathematics, physics, chemistry, and biology.

Is Japanese Compulsory in the Examination?

Yes. The standard embassy screening includes a Japanese language paper for undergraduate applicants.

A beginner should still attempt the examination. A low Japanese score does not automatically mean that an otherwise strong applicant should avoid applying.

However, applicants must demonstrate a genuine willingness to learn Japanese because most undergraduate recipients study in Japanese after completing the preparatory year.

Undergraduate Selection Process

The first screening is conducted by the Japanese embassy or consulate.

It includes:

  1. Review of application documents
  2. Written academic examinations
  3. An interview

Applicants who pass the first screening are recommended to MEXT for the second screening.

Passing the first screening does not guarantee the scholarship. Final selection and university placement are decided by MEXT.

Undergraduate Documents

The official document list normally includes:

  1. MEXT application form
  2. Academic transcripts
  3. Graduation certificate
  4. Prospective graduation certificate when applicable
  5. Recommendation letter from a teacher or principal
  6. Medical certificate
  7. University enrolment certificate when applicable
  8. Language proficiency certificate when available
  9. Direct placement preference form after the first screening when applicable

Documents must be written in Japanese or English. A Japanese or English translation must be attached when the original is in another language.

For Pakistani applicants, the embassy also requests its mark sheet form and attested academic documents. Only complete applications are considered.

MEXT Scholarship for Master’s Study

MEXT does not usually advertise a separate category simply called the Master’s Scholarship.

Applicants seeking a Master’s qualification apply through the Research Students Scholarship.

Under the official definition, research students include people enrolled in Master’s, doctoral, and professional graduate programmes, as well as nonregular students conducting research before entering a degree programme.

Master’s Eligibility Requirements

Applicants for a Master’s course must qualify for admission to a Japanese graduate school.

The standard academic requirement is completion of 16 years of education outside Japan.

Applicants may also qualify if they:

  1. Completed a programme lasting at least three years and received a qualification equivalent to a Bachelor’s degree
  2. Meet another graduate admission condition recognised by the selected Japanese university
  3. Will meet the required qualification before enrolment

The selected university makes the final decision about whether the applicant’s qualification meets its admission rules.

Master’s Age Limit

For the MEXT Research Scholarship 2027, applicants generally needed to have been born on or after April 2, 1992.

Exceptions are limited to serious national circumstances that prevented an applicant from applying within the standard age range. Personal financial, family, university, or employment circumstances are not normally accepted as grounds for an exception.

Field of Study Requirement

Research applicants should apply in the subject they studied at university or a closely related field.

The proposed subject must be available for study or research at a Japanese graduate school.

An embassy may restrict eligible subjects according to local conditions or the opportunities available for a particular country.

For example, a computer science graduate could propose research in artificial intelligence, cybersecurity, data science, software engineering, or another related field.

A major change from literature to mechanical engineering would be difficult to justify without substantial relevant education or professional preparation.

Research Student and Regular Master’s Status

A selected candidate can be placed as either a regular student or a nonregular student.

Regular Master’s Student

A regular student is formally enrolled in a Master’s programme and works towards the degree.

The student receives the regular Master’s stipend and follows the university’s standard degree period.

Nonregular Research Student

A nonregular student conducts supervised research without initially being enrolled in a degree programme.

This period may help the student:

  1. Improve Japanese language ability
  2. Develop the research proposal
  3. Prepare for the graduate entrance examination
  4. Become familiar with the supervisor and laboratory
  5. Meet additional admission conditions

A nonregular student must pass the university entrance examination and receive MEXT approval to extend the scholarship into the Master’s programme.

Can Applicants Enter the Master’s Course Directly?

Yes. Direct entry is possible when the applicant receives provisional acceptance for a regular Master’s programme and satisfies the university’s admission requirements.

Applicants who receive provisional acceptance only as nonregular research students may begin in that status before applying for formal degree admission.

Applicants should examine the acceptance letter carefully because regular and nonregular admission lead to different starting arrangements.

Master’s Scholarship Duration

A regular Master’s student receives funding for the standard duration required to complete the programme.

A six month preparatory period may be added when the university determines that language preparation is necessary.

For nonregular research students entering Japan in April 2027, the scholarship period ran from April 2027 to March 2029.

For those entering during the autumn term, funding ran from September or October 2027 until March 2029.

Students who progress successfully into a regular degree may apply to extend the scholarship for the required Master’s period.

Master’s Monthly Stipend

The stipend depends on the recipient’s academic status.

The 2027 amounts were:

  1. 143,000 yen per month for preparatory and nonregular research students
  2. 144,000 yen per month for regular Master’s and professional degree students
  3. 145,000 yen per month for doctoral students

An additional regional allowance of 2,000 yen or 3,000 yen may be available for recipients studying in designated locations.

Master’s Tuition and Airfare

MEXT waives the university entrance examination, matriculation, and tuition fees for scholarship recipients.

The entrance examination fee may become the student’s responsibility if the person fails to enter the planned Master’s or doctoral programme.

MEXT also provides economy airfare to Japan and return airfare after completion, subject to the official travel schedule and conditions.

Language Requirements for Master’s Applicants

All research applicants taking the embassy route must sit both the Japanese and English language examinations during the first screening.

The Japanese result is used as a reference for placement and for deciding whether preparatory language education is necessary.

Applicants should have enough Japanese or English to communicate with an academic supervisor and complete the proposed study.

A Master’s programme taught entirely in English may not require advanced Japanese. However, Japanese ability can still improve daily life, university communication, research access, and professional opportunities.

Is IELTS Required?

IELTS is not a universal requirement for the initial MEXT embassy application.

Applicants take the embassy’s English examination.

However, a Japanese university may require IELTS, TOEFL, or another recognised test when assessing provisional acceptance or regular admission.

Applicants may submit an existing language certificate if it was issued within the validity period stated in the scholarship guidelines. For the 2027 research application, the certificate generally had to be issued within two years of the application date.

Master’s First Screening

The Japanese embassy conducts the first screening through:

  1. Application document assessment
  2. Japanese language examination
  3. English language examination
  4. Interview

The application documents should demonstrate sufficient academic performance and present a detailed, practical research plan.

The interview should show that the applicant understands the proposed study, has researched Japanese universities, and can communicate with a prospective supervisor in Japanese or English.

Provisional Acceptance Letters

Applicants who pass the first screening must contact Japanese universities and request provisional acceptance.

A provisional acceptance letter can significantly affect final selection. Applicants without an acceptance letter may be rejected during the second screening.

For the 2027 cycle, applicants could list up to three universities on the final placement preference form.

They could obtain no more than two provisional acceptance letters and contact no more than two universities at the same time.

Applicants should first contact the university’s international student office rather than directly requesting the official letter from an individual professor, unless the university provides different instructions.

How to Select a Japanese University

Research applicants should consider:

  1. Supervisor expertise
  2. Current research projects
  3. Graduate programme structure
  4. Teaching language
  5. Laboratory facilities
  6. Admission examination requirements
  7. Research publications
  8. University location
  9. Programme duration
  10. Professional opportunities

The proposed research topic should match the expertise of the potential supervisor.

Applicants should not choose a university only because of its overall ranking.

Master’s Documents

The standard research scholarship application normally includes:

  1. MEXT application form
  2. Placement preference application form
  3. Field of study and research plan
  4. Complete university transcripts
  5. Graduation certificate or degree certificate
  6. Prospective graduation certificate when applicable
  7. Academic recommendation letter
  8. Medical certificate
  9. Thesis abstracts when available
  10. Language proficiency certificate when available
  11. Employer recommendation when currently employed
  12. Portfolio or recordings for fine art and music applicants

Documents must be written in Japanese or English. A translation must be attached when a document is issued in another language.

For Pakistani applicants, the embassy requires university attestation on the degree and transcripts. It also requests its mark sheet form and a research plan.

Application Routes

There are two main ways to apply for the MEXT Scholarship.

Embassy Recommendation

Applicants apply through the Japanese embassy or consulate responsible for their country.

The diplomatic mission:

  1. Announces the scholarship
  2. Receives applications
  3. Reviews documents
  4. Conducts examinations
  5. Conducts interviews
  6. Recommends successful candidates to MEXT

The exact deadline and local requirements vary by country.

University Recommendation

Applicants apply through a Japanese university that holds an authorised MEXT recommendation quota.

The university assesses candidates and recommends selected applicants to MEXT.

Not every Japanese university can offer this route. Programme eligibility, academic requirements, funding duration, and application deadlines vary between institutions.

Applicants interested in university recommendation should confirm that the university:

  1. Has a MEXT nomination quota
  2. Accepts international applications for the intended programme
  3. Offers the required research field
  4. Can nominate students from the applicant’s country
  5. Is accepting applications for the relevant intake

Use a clear and focused title.

Avoid titles that are too broad.

Instead of:

“Artificial Intelligence in Society”

Use:

“Using Machine Learning to Improve Early Flood Warning Accuracy in Urban Communities”

Academic Background

Explain the courses, projects, thesis, employment, or research experience that prepared you for the proposed study.

Focus on relevant experience rather than describing your complete life history.

Research Problem

Identify a specific problem or knowledge gap.

Explain why it matters academically, professionally, or socially.

Research Question

Present the main question your study will answer.

The question should be realistic for the length of a Master’s programme.

Research Objectives

State what the research will achieve.

Objectives may include:

  1. Measuring a problem
  2. Comparing methods
  3. Testing a model
  4. Developing a framework
  5. Evaluating a policy
  6. Designing a practical solution

Research Methodology

Explain how the study will be completed.

This may include:

  1. Surveys

Explain how the degree and research will support your future work.

Connect the plan with realistic academic, professional, industry, government, or community goals.

How Applications Are Selected

Document Review

The embassy checks whether the application is complete and whether the applicant meets the basic eligibility criteria.

Academic achievement, recommendations, field selection, and research quality are also considered.

Written Examination

Undergraduate applicants complete academic and language papers based on their chosen field.

Research applicants complete Japanese and English papers.

Interview

The interview evaluates:

  1. Academic motivation
  2. Communication ability
  3. Knowledge of the chosen subject
  4. Reasons for selecting Japan
  5. Career plans
  6. Readiness for international study
  7. Research quality for graduate applicants

First Screening Result

Applicants who pass the embassy’s screening are recommended to MEXT.

Passing this stage does not guarantee the final scholarship.

University Acceptance

Research applicants request provisional acceptance after passing the first screening.

Second Screening

MEXT reviews the recommended applicants and completes university placement.

The applicant becomes a scholarship recipient only after passing the second screening and receiving a final placement.

Common Application Mistakes

Using the Wrong Scholarship Category

Bachelor applicants should use the Undergraduate Students category.

Master’s applicants should normally use the Research Students category.

Missing the Local Deadline

Each embassy sets its own deadline.

A deadline found on another country’s embassy website may not apply to you.

Submitting Incomplete Documents

Missing transcripts, recommendations, medical certificates, or signatures can make the application invalid.

Using Unattested Documents

Some embassies require academic documents to be attested by the issuing institution or another approved authority.

Pakistani research applicants must follow the university attestation requirement published by the embassy.

Selecting an Unrelated Research Field

A proposed graduate field should connect with the applicant’s previous degree or relevant preparation.

Writing a General Research Plan

A strong plan identifies a clear problem, question, method, expected outcome, and reason for studying in Japan.

Contacting Universities Too Early

Research applicants using the embassy route should wait until they pass the first screening before requesting official provisional acceptance.

Contacting Too Many Universities

Applicants must follow the limits stated in the annual guidelines.

For the 2027 research route, candidates could contact no more than two universities at the same time and obtain no more than two acceptance letters.

Ignoring the Japanese Examination

Japanese is included in the embassy screening even when the intended graduate programme is taught in English.

Depending Only on IELTS

An IELTS certificate does not replace the embassy’s written English examination unless the embassy explicitly provides an exemption.

Assuming First Screening Means Final Selection

Candidates must still pass MEXT’s second screening and receive university placement.

Tips to Improve Your Application

Begin Preparing Early

Start collecting transcripts, recommendations, certificates, and medical documents before the application opens.

Practise Past Examination Papers

Use the official sample papers to identify weak subjects and improve examination speed.

Study Basic Japanese

Japanese preparation can improve the examination result and demonstrate genuine interest in studying in Japan.

Keep Your Academic Direction Consistent

The selected degree, research plan, previous education, and career goals should support one clear direction.

Research Universities Carefully

Master’s applicants should identify several universities and supervisors before the first screening.

However, official requests for provisional acceptance should be made only after passing that stage.

Choose a Suitable Referee

An effective recommendation should come from a teacher, principal, dean, professor, or academic supervisor who understands your abilities.

Prepare Specific Interview Answers

Use examples from academic projects, research, competitions, employment, volunteering, or community work.

Keep Initial Funds Available

MEXT advises selected undergraduate recipients to bring approximately US$2,000 because the first stipend may take one to one and a half months after arrival.
